There are puppies that love to nip and bite peoples clothes and hands this is quite a normal progression they love to discover the world with their mouths. This is not exclusive to puppies this habit is also happens with mature dogs that have not been trained not to bite or nip. To a dog the use of his mouth is an essential part of his body. In the eyes of the dog it is as important as his eyes or legs.
Nipping is a totally different to biting.
